Ellen Hazelkorn is Director of Higher Education Policy Research Unit (HEPRU), Dublin Institute of Technology, Ireland.

Professor Hazelkorn is a Consultant to the OECD Programme on Institutional Management of Higher Education (IMHE), and is associated with the International Association of Universities (IAU). 

She is a Policy Advisor to the Higher Education Authority Board (Ireland), and member of the review team for Dutch Higher Education (Ministry of Education, 2010), the state of Victoria, Australia (OECD,2009) and Catalonia, Spain (OECD, 2010) and Romania (Ministry of Education, 2011). She is chair of the Teaching Evaluation Exercise, Aalto University, Finland (2011) for the School of Art and Design. 

Ellen Hazelkorn is Rapporteur for the EU Expert Group on Assessment of University-based Research, and a member of National Digital Research Centre (NDRC) Management Board, the Arts, Humanities and Social Sciences Foresight Working Group [Ireland], and the International Advisory Council of the Irish Research Council for the Humanities and Social Sciences. She is amember of the Executive Committee of the Dean and European Academic Network (DEAN). 

Professor Hazelkorn has worked with universities and university associations around the world, including Ireland, New Zealand, Australia, the Netherlands, Denmark, Belgium, Jamaica and Sweden, and is regularly invited as a keynote speaker on issues of globalization in higher education policy and management, system and institutional diversity, research strategy, and rankings, assessment and quality. Since 2005, she has been an invited or keynote speaker at more than 35 high-level international events, including OECD, EUA, World Bank, IUA, and World Social Science Forum.
