The following issues will be discussed within the framework of the round table:

  • Should the list of universal competencies be the same for all universities? If so, what should it be? If not, how to ensure consistency in educational outcomes?

  • What environmental conditions should be created at the university for the formation and assessment of universal competencies, and who is responsible for their creation?

  • What are the requirements for teachers responsible for the development of students' universal competencies? What programs for the development of teaching excellence in the direction of the development of universal competencies are offered by Russian universities?

  • How are universal competencies assessed at different levels - at the level of the university, educational program, classes?

Round Table on the Results of the Issue of the "Higher Education in Russia and Beyond" Magazine. Quality of Teaching: Challenges, Evaluation and Best Practices

The quality of teaching has always been at the center of attention. The spread of the ideas of new public management in higher education, which took place at the end of the last century, entrenched the rule of accountability of universities not only to the state, but also to a wide range of representatives of society: from parents of students to graduate employers. Since teaching is one of the basic university processes, universities are forced not only to maintain its level, but also to be able to convincingly and publicly report on changes in its quality indicators. This need became especially evident during the period of the pandemic and the distance learning format. On the one hand, the interest of the state and society in what is happening both with the conditions of education and with the work of a teacher has increased. On the other hand, it was important for the universities themselves to monitor the transformation of the educational process, to make sure that it is preserved and does not slow down. At the same time, the quality of teaching is one of the concepts in relation to which there is no complete certainty: different approaches to both understanding and measuring quality coexist.

The upcoming autumn edition of HSE publication Higher Education in Russia and Beyond develops the discussion about the quality of teaching at the university in three areas: 1) approaches to understanding the quality of teaching, 2) the quality of teaching in the perspective of different university stakeholders (students, parents of students, teachers), 3) teaching quality measurement tools.

  • At the round table it is planned to discuss such issues as:
  • New challenges to the quality of teaching at the university: what has changed during the pandemic?
  • Approaches to measuring the quality of teaching: assessment of student outcomes versus student assessment of teaching.
  • How to improve the quality of teaching at the university in the context of both pandemic and high requirements for the publication activity of teachers? What tools and mechanisms can be used for this?

EU-Russia University Cooperation: Sustainability, Trust and Quality Assurance

This Special Session discusses practices of and academic debates surrounding international cooperation between the universities of the EU member states and Russia. The speakers focus on perceptions and practices of academic cooperation and internationalisation of higher education from the perspective of sustainability, trust building and/or quality enhancement. The first presentation introduces the EDUneighbours project, which studies both international cooperation of Russia with the EU, in particular, Finland at the (supra)national, university and individual level as well as developments in Russian higher education. The second presentation argues that academic cooperation and people-to-people relations represent an important field of interaction between the EU and Russia in times of severe political crisis. It discusses rationales for cooperation at different levels as well as the key academic debates regarding the results of cooperation, and the role of partners. The third presentation also argues that the majority of academics and administrators in Russian and EU universities are eager to build sustainable cooperation, despite current tensions in international relations. However, the quality of higher education is significantly dependent on institutional arrangements which may either encourage or prevent effective ways of introducing and implementing internationalisation.

The target audience of the Special Session includes academics, managers and administrators involved in international cooperation projects in higher education and research, researchers focusing on higher education, international studies and other social sciences.

Pedro Nuno Teixeira “The Elusive but Relevant Quest for Quality in Higher Education – Reflections from the Field”

In recent decades there has been a growing amount of evidence documenting the importance of quality for the contribution of higher education at the social and individual levels. From an economic point of view, qualitative dimensions have been deemed relevant both at the macro and micro levels, contributing to explain significant differences for the contribution of higher education to economic growth or to labour market trajectories. This evidence has strengthened the importance of mechanisms enhancing quality culture at the system and institutional levels, which have become very visible in European higher education since the beginning of this century, notably through the dissemination of mechanisms of quality assurance and accreditation.

Nonetheless, and despite important advances, the experience of several years of implementation of those systems has pointed out relevant challenges and limitations faced by the current mechanisms of QA and the systemic and institutional complexities of fostering the aforementioned quality culture. This presentation will reflect about these challenges based on the experience of several system and institutional reviews and the degree of congruence of current frameworks with the aforementioned research emphasizing the importance of qualitative dimensions in higher education.
